“This is an information warfare with all its manifestations, however until now Armenia has failed to develop a clear concept and policy to confront it,” Larisa Alaverdyan, expert on Nagorno-Karabakh conflict, Executive Director of the Foundation against Violation of Law (FAVL) and former Human Rights Defender of Armenia, told a press conference on Saturday, commenting on the Azerbaijani practice of regularly disseminating disinformation over the situation on Artsakh-Azerbaijan Line of Contact.

“Azerbaijan released different photos of the killed child in a row. This is a provocation and prepared scenario. While in April 2016, the Azerbaijani forces opened targeted fire towards the school at Nerkin Tchartar village of Karabakh, aimed at killing a large number of Armenian schoolchildren. The tragedy did not happen only by chance,” Ms. Alaverdyan said.

The speaker underscored that the Artsakh Republic acts in line with the developments, perfectly confronting Azerbaijan’s provocations.  Meantime, Armenia should engage in more active cooperation with the OSCE Minsk Group Co-Chairs and impose peace on Azerbaijan. In addition to this, the Armenian side should turn to the UN Human Rights Commission and other international law enforcement agencies, raising the issue of the right to life of the Armenians living in border communities, which is in fact violated by Azerbaijan when the latter deploys military equipment very close to bordering settlements.

“We have not properly evaluated the political platforms. Little work is done in this respect. Till now Armenia has failed to present a document which will neutralize Azerbaijan's aggressive rhetoric,” the expert noted.

Asked what can be expected from the upcoming Nalbandian-Mammadyarov meeting, the speaker was reluctant to welcome it, adding she has no expectations from the meeting.
