Armenian analyst says Nalbandian-Mammadyarov meeting naturally failed to mark any breakthrough
The Karabakh talks continue and despite the tensions in the Artsakh-Azerbaijan Line of Contact, Azerbaijan did not cancel the meeting between the Foreign Ministers of Armenia and Azerbaijan Edward Nalbandian and Elmar Mammadyarov (held in Brussels on July 11). They say one thing, but do another. However, that meeting could not naturally mark any breakthrough. Alexander Iskandaryan, a Yerevan-based political analyst, noted the aforesaid at a news conference on Thursday.
According to Mr. Iskandaryan, making Azerbaijan implement the Vienna and St. Petersburg agreements requires a hard work and serious pressure on that country.
The Armenian analyst also highlighted that at present Azerbaijan is not ready to engage in a large-scale war.
“Azerbaijan has kept shooting during the entire negotiation process, with the frequency of shots increased in the recent years. The talks will certainly proceed, however they will only aim at upholding the negotiation format,” he said.
Alexander Iskandaryan did not rule out the possibility of another war similar to the 2016 April war. Moreover, the analyst expressed an opinion that Azerbaijan could have launched military operations in April of the current year.
“It is obvious that the OSCE Minsk Group will not settle this conflict. It can only be resolved by Armenia and Azerbaijan. The key to settling the conflict is in Yerevan and Stepanakert,” he added.
