Yerevan hosts CSTO PA’s inter-parliamentary hearings on hybrid wars
The inter-parliamentary hearings on the ways to counteract hybrid wars kicked off today in Yerevan, Armenia, as part of the CSTO Parliamentary Assembly's Action Plan for 2016-2020.
The hearings are held under the heading of “Issues of effective countering of collective security system to hybrid wars”.
Khosrov Harutyunyan, Chairman of the CSTO PA Standing Committee, clarified that the ‘hybrid war’ term emerged in 2005 in the combination documents of the United States and United Kingdom.
According to him, the whole concept of hybrid war refers to the point that apart from the use of military force, there are also other opportunities and mechanisms to counter the adversary, such as economic, political, diplomatic, psychological, etc.
“Today the hybrid war is highly stressed not only in inter-state relations, but also during the conflicts,” Mr. Harutyunyan said, adding if the military operations cannot proceed without hybrid wars, the hybrid wars are conducted without the use of military force.
“This entails quite complex technologies and in order to boost its security powers, each country should think of improving its security system to be able to effectively counter hybrid effects,” he said, noting the inter-parliamentary hearings have brought together the experts from the CSTO member states.
