Expanding Kasprzyk’s Office may contribute to reducing tensions at Karabakh conflict zone – FM Nalbandian
Armenia has always been in favour of enhancing the capacities of the Office of Andrzej Kasprzyk, Personal Representative of the OSCE Chairperson-in-Office, Armenia’s Foreign Minister Edward Nalbandian told a news conference on Monday.
“It is the only international structure carrying out mediation mission in the conflict zone. If both the quantity and efficiently of the monitoring missions are increased, it may contribute to reducing tensions [at the conflict zone]. It may also help to implement the 1994-1995 agreements,” he said.
Mr Nalbandian reminded that the Office of the Personal Representative of the OSCE Chairperson-in-Office failed to be expanded due to numerous obstacles imposed by Azerbaijan, whereas the Armenian side had agreed to expand the mission.
The top Armenian official cited the agreement reached between the Armenian and Azerbaijani foreign minister during the Krakow meeting to make a step forward by increasing the mission of Andrzej Kasprzyk by 7 members
“Azerbaijan always makes creative statements after such meetings, but it still remains silent over this agreement. This has been announced by Armenia and the Co-Chairs. We hope those agreements will be implemented, and the Azerbaijani side will not make a backward step once again,” he stressed
Speaking about the introduction of the incident investigation mechanisms on the Karabakh-Azerbaijan Line of Contact, Edward Nalbandian noted for many times the sides have come to the understanding that structure must be created, however Azerbaijan once again rejected the agreements.
“The Co-Chairing counties have at least three times announced that Armenia has given its consent, and they are waiting for Azerbaijan to give an agreement. The issue remains on the agenda, since this is an important tool not only to investigate the border incidents, but also to reduce tensions,” he said.
