Armenia has proposed Kasprzyk’s office to hold monitoring at Nakhichevan section of Azerbaijan border, official says
Armenia attaches importance to holding a ceasefire monitoring at the Nakhichevan section of the Armenian-Azerbaijani border by the Office of the Personal Representative of the OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk, Foreign Ministry spokesman Tigran Balayan told a news conference today.
He said it could act as a restraining factor against Azerbaijan’s possible adventurism in that section of the border.
“In the light of the provocative steps taken by Azerbaijan in this section in the recent period, the Armenian side has regularly addressed Ambassador Kasprzyk’s office, proposing to hold a monitoring, however until now Azerbaijan has not given its consent for organizing it,” he said. “Armenian continues talks with the office in this direction.”
He also said that no information is still available on the fate of Armenian villager Karen Ghazaryan, who has ended up in the Azerbaijani territory in unknown circumstances.
“Grossly violating Article 106 of the Geneva Convention on the protection of civilian population during wartime, Azerbaijan has until now not allowed the representatives of the International Committee of the Red Cross to meet him,” the official said.
He stressed the issue remains under the spotlight of the Foreign Ministry, with works underway in that direction.
