Without Artsakh participation, the settlement process will be continuously delayed – Artsakh parliament speaker
The mediators are not able to ensure the resumption of the negotiations over the Nagorno Karabakh peace settlement, which is indicative of the fact the existing format does not provide efficient mechanisms for the conflict settlement, the Speaker of the Artsakh parliament Ashot Ghoulyan told in an interview to “Republic of Armenia” daily.
In Ghulyan’s words, Artsakh participation in the negotiations will be to the benefit of peaceful and fair settlement of the conflict.
The Speaker referred to the long-standing political priority voiced by the Artsakh leadership of the need to restore the full negotiations format, in particular, returning the Artsakh to the negotiations table.
“The fact that in the 1990s when Artsakh was participating in the talks and fundamental agreements, like the ceasefire agreement and other relevant arrangements were reached, coms to prove that without the main party to the conflict, Artsakh, the process [of the settlement] will be continuously delayed,” added Ghoulyan.
The Artsakh official noted, that despite the ongoing debate over the Artsakh participation in the talks, the final settlement of the conflict should meet the expectations of the Artsakh people.
