Russian ombudsman says special procedure needed for Armenian citizens to get driving licences for working in Russia
Russian human rights commissioner Tatyana Moskalkova believes Armenian nationals should not take tests to get Russian driving licenses on equal conditions with Russian citizens, and there is a need to develop a special procedure designed for Armenian citizens.
“I have dealt with the problem for many years. The main difficulty is that without the permit working in the territory of Russia is problematic. I think they [the citizens of Armenia] should not take the test on equal conditions with Russian citizens. A special procedure should be developed for them and create conditions for their trainings as well as offer an opportunity to use their local licences while in the territory of Russia,” Moskalkova said, as quoted by Russian Ria Novosti news agency.
The commissioner added one solution to the matter could be the introduction of the so-called universal driving licences that could be used and accepted in the territory of the members states to the Eurasian Economic Union.
To remind, in 2017, Russia adopted a new traffic legislation that banned foreign nationals with driving licenses issued by their home countries from working in the country and required them to pass tests to get Russian driving licenses. As a result of the legislation, drivers with Armenian driving licenses were rejected jobs in Russia.
