Foreign Ministry: Proposals for phased approach to Karabakh settlement ‘unacceptable’ for Armenia
Spokeswoman of the Armenian Foreign Ministry Anna Naghdalyan's has responded to a question of the Russian Kommersant newspaper regarding the Nagorno-Karabakh conflict settlement.
Question: In recent days, various statements have been made on the peaceful settlement of the Nagorno-Karabakh conflict, in which the phased approach to the settlement has been mentioned. Could you please clarify whether any documents envisaging a phased settlement were discussed during the April 15, 2019 meeting? What is the position of the Armenian side on the matter? What is Armenia's current position on the peaceful settlement of the Nagorno-Karabakh conflict?
Answer: The results of the April 15 meeting were summed up in a joint statement by the foreign ministers of Armenia, Russia and Azerbaijan and the OSCE Minsk Group co-chairs, which outlines the scope of the talks and does not include any reference to or even a hint at the phased settlement option.
Any option which does not envisage the unrestricted exercise of Artsakh’s right to self-determination and can pose threats to its people's security is unacceptable for Armenia.
The proposals made still before 2018 and envisaging a phased settlement option are not acceptable for Armenia. Moreover, since 2018 Armenia has not been holding negotiations based on a phased settlement plan.
Armenia has a clear-cut vision of the balanced approaches based on compromises and equivalent commitments, which will make the fair and lasting settlement of the Nagorno-Karabakh conflict possible.
