Artsakh ready to start humanitarian actions whenever Azerbaijani forces cease fire
The State Commission on Prisoners of War, Hostages and Missing Persons of Artsakh (Nagorno-Karabakh) stands ready to implement mutual humanitarian actions envisaged by the ceasefire agreement reached on 10 October whenever the Azerbaijani side starts strictly observing the ceasefire and the situation on the line of contact stabilizes, the Artsakh Defense Ministry reported on Monday.
All the Artsakh Defense Army units have been ordered to cease fire starting from 12pm October 10. However, Azerbaijan has ignored the humanitarian truce and has resumed attacks against Artsakh in different directions.
After nearly 11 hours of talks in Moscow sponsored by the Russian foreign minister, the Armenian and Azerbaijani foreign ministers agreed to a humanitarian ceasefire in Artsakh starting on Saturday to exchange prisoners and bodies of victims with the facilitation of the International Committee of the Red Cross and in line with its regulations.
In the early morning of September 27, Azerbaijan launched a massive air and artillery attack on the Artsakh military positions, numerous civilian settlements and infrastructure in the country, including the capital Stepanakert, the towns of Martuni, Martakert, Shushi and Hadrut.
Artsakh has reported more than 20 civilian casualties and hundreds of military casualties. Several foreign and local reporters have also been injured in Artsakh as a result of Azerbaijani attacks. Both Armenia and Artsakh have declared martial law and a general mobilization.
