The Nagorno Karabakh issue is being solved on the battlefield at present which implies consolidation, committed work and internal solidarity for the victory," Deputy Foreign Minister Shavarsh Kocharyan told Thursday at a briefing in parliament.
Kocharyan reminded that the leaders of three permanent members of the UN Security Council - Vladimir Putin, Donald Trump and Emmanuel Macron, called for the cessation of hostilities in a joint statement which was not implemented, leading to a conviction that the matter can be solved on the battlefield.
The deputy minister recalled the first war of the 90s, when the Armenian forces were in a more difficult situation, yet the war ended in victory mostly due to the national consolidation, commitment and absence of panic that dominated Azerbaijan at the time.
Speaking of the OSCE Minsk Group activity, Kocharyan stressed that the UN and the OSCE have not enabled the Co-Chairs with a mandate of enforcement and the mandate of the Co-Chairmanship is limited to mediation. The minister added, the Minsk Groups mission was to prevent the resumption of military actions, yet now it has no mandate for enforcement.
