The UN Security Council refused to include a reference to previous SC resolutions on Nagorno-Karabakh
The topic of the Azerbaijani aggression launched against Artsakh on September 27 has been discussed on various international platforms, the need for cessation of hostilities voiced by number of world leaders. However, none of the three agreements on establishing humanitarian ceasefire brokered by Moscow, Paris, and Washington, has been fulfilled by Azerbaijan.
The ongoing situation in Nagorno-Karabakh has been addressed in the UN Security Council twice - first time on September 29 and later on October 19. The discussion was initiated by the three permanent members of the Security Council - Russia, France, and the US. Fifteen members of the Security Council reaffirmed the UN Secretary General's call for respecting the ceasefire regime.
Russia's Permanent Representative to the United Nations Vasily Nebenzya who is chairing the Security Council at present, called for 'the urgent need to ensure the implementation of the ceasefire which had been agreed.' Meanwhile, an unnamed diplomat had told AFP that a SC statement was under consideration.
Reports emerged in the recent days that the statement was not agreed due to a veto put by one of the SC permanent members. Some sources indicated the objection came from the United Kingdom.
Later, Hikmet Hajiyev, aide to the Azerbaijani president, issued a statement, expressing gratitude to six non-permanent members of the Security Council - Niger, South Africa, Tunisia, Viet Nam, Saint Vincent and the Grenadines as well as Dominican Republic among them - for 'the solidarity, fair and principled stance on the issue'.
It was reported that the text of the statement developed by Russia and France, didn't include a reference to the UN Security Council previous resolutions which had been adopted during the most active phase of first Karabakh war, from April to November 1993. That came despite the pressure from those countries. As a result, the statement was not adopted amid the lack of consensus.
To remind, the above-mentioned states are party to Non-Aligned Movement Azerbaijan presides over at present.
