November 9 statement doesn’t impose any restrictions on relations with Artsakh at various levels, Armenia says

Question: The Foreign Ministry of Azerbaijan released a statement that the visit of the Armenian foreign minister to Artsakh is a violation of the commitments undertaken in the November 9 statement. What are the commitments about?
Answer: These allegations are completely futile and baseless. The November 9 statement does not impose any restrictions on relations between Armenia and Artsakh at different levels.
The November 9 trilateral statement, which was aimed at establishing a ceasefire and deploying Russian peacekeepers in Artsakh, does not indicate any agreement on Artsakh's status. From that point of view, all the allegations that the status of Artsakh has changed do not correspond to reality.
The status of Artsakh must be determined as a result of the peace process, based on the principles proposed by the OSCE Minsk Group co-chairs and the right of peoples to self-determination.
