Mikayel Minasyan: Azerbaijan demands three new provisions to be added to the document already signed by Nikol
Former Ambassador of Armenia to the Holy See Mikayel Minasyan insists that a document other than the one on deployment of Russian peacekeepers in Nagorno-Karabakh will be discussed during the upcoming meeting in Moscow. In a message on his Telegram Channel, Minasyan writes that the deployment of Russian peacekeepers should be formalized and put on legal basis.
"Those grounds [for deployment] were prepared by the Russian side on November 9. The Armenian side willingly signed it, which was not the case with Azerbaijan," Minasyan said.
In his words, the Azerbaijani side has put forward three new provisions it wants to see in the agreement or in one of its appendixes regulating the operation of the peacekeepers.
"According to the first provision, no Armenian forces should be deployed in Artsakh since 'that is an Azerbaijani territory'. Azerbaijani forces are there by virtue of law, the Russian troops - by the consent of the Azerbaijani side. Neither Armenian Armed Forces nor Artsakh forces thus should be there.
According to the second provision, all visits to Artsakh by Armenian officials should be agreed with the Azerbaijani side. And the third one, local self-government bodies should be appointed by Azerbaijani side upon the consent of peacekeepers," Minasyan wrote.
"Being in capitulation fever, the Armenian side signed the document the first, not allowing Azerbaijan to present its expectations to Russia. The agreement not finalized with Azerbaijan but already signed by Nikol will add the negotiating hotbeds of Azerbaijan to demand withdrawal of peacekeepers if its demands are not met," said the former Ambassador.
In a postscript to his message, Minasyan noted that on January 11, however, not the one above but a completely different topic will be discussed he is set to disclose soon.
