New bill calls for supervision over compliance with road transport legislation at Armenia’s state border
The Armenian National Assembly is debating in the second reading a draft law on making amendments to the law “On the State Border”.
According to MP Arthur Dallakyan from the opposition Prosperous Armenia Party, the bill would allow the inspection body exercising control in the transport sector to oversee compliance with the requirements of road transport legislation at Armenia’s state border, adding it is necessary to allocate an area and a building to carry out the process.
“Implementing road transport control at the state border checkpoints will significantly increase the efficiency of the body exercising control in the transport sector, which is what this bill is aimed at. In addition, control at the border checkpoints will contribute to a safer passenger traffic and cargo transport, make their organizers more responsible and attentive to the order of transportation,” the lawmaker said.
Pursuant to Article 14 of the law "On the State Border", persons, transport means, animals, cargo and other property crossing the state border are subject to border, sanitary, quarantine, veterinary, phytosanitary and customs control.
Sanitary and quarantine control at the state border checkpoints is carried out by an inspection body that oversees sanitary and epidemiological safety. For this purpose, an area is allocated at the border checkpoints.
Hovik Aghazaryan, a member of the Standing Committee on Economic Affairs, noted that the committee gave a positive review to the bill.
“The regulations envisaged by the bill are imperative today. The draft law is being discussed now, since there were no funds in the state budget in summer to cover those expenses earlier. We came to a consensus with the authors that the law will come into force on January 1, 2022,” he said.
