Armenian lawyer: Compliance with constitutional processes mandatory for ratification of international political treaties
Lawyer Robert Hayrapetyan has reflected on the joint statement of the leaders of Armenia, Russia and Azerbaijan following the talks in Sochi on November 26.
He called attention to the 4th paragraph of the signed statement, which says: “We agreed to take steps to increase the level of stability and security on the Azerbaijani-Armenian border and to work towards the creation of a bilateral commission on delimitation, and afterwards demarcation, of the state border between the Republic of Armenia and the Republic of Azerbaijan with the advisory assistance of the Russian Federation at the request of the parties.”
“Both the international treaty on the creation of a bilateral commission on the delimitation of the state border with its subsequent demarcation and the treaty on a corridor are, in essence, international treaties of a political nature. The compliance with constitutional processes is mandatory for their ratification,” Hayrapetyan wrote on Facebook.
“Bypassing the constitutional processes is a criminal offense, which will inevitably lead to criminal liability,” he noted.
