Constitutional reforms in Artsakh 'absolutely necessary', says presidential advisor
An advisor to the Artsakh president, David Babayan, defended the constitutional reforms plan as “absolutely necessary”.
The draft amendment announced by President Arayik Harutiunyan late on Monday would empower the Artsakh parliament to elect an interim president in case the president’s post remains vacant.
“Constitutional reforms in Artsakh are absolutely necessary, as without such changes the country may find itself in a catastrophic situation,”Babayan wrote on Facebook on Thursday.
“It is necessary to separate the institution of the president from the parliament, which, after the constitutional reforms of 2017, have actually turned into Siamese twins. However, the timing of these reforms is very important here. Haste and emotionality are very dangerous here. A responsible, comprehensive and wise approach to this is needed,” the official stressed.
