Armenia seeks to raise Azerbaijan's non-compliance with ICJ order at UN Security Council
Efforts are underway to bring up Azerbaijan’s non-compliance with the UN top court ruling to unblock the Lachin Corridor at the UN Security Council, Armenia's representative on international legal matters, Yeghishe Kirakosyan, said on Monday.
The International Court of Justice (ICJ) ordered Azerbaijan to take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions in late February. However, the sole road connecting Artsakh (Nagorno-Karabakh) to Armenia remains closed to date.
Speaking at a meeting of the Armenian parliament’s standing committee on legal affairs, Kirakosyan underscored the UN court ruling is legally binding and must be implemented by Azerbaijan.
“Unfortunately, the reality we are all facing is that Azerbaijan is simply ignoring the ruling and trying to twist it,” the lawyer said, adding it was evidenced by the Azerbaijani foreign minister’s letter addressed to the UN secretary general.
Kirakosyan noted that all previous attempts to bring rulings on provisional measures before the UN Security Council failed since they were against a permanent member of the Security Council and the latter exercised its right to veto.
“But in our case I think we should push for it. I know that our colleagues at the Foreign Ministry are working on it,” he said, adding the issue can be raised at the UNSC under Article 94 and Chapter 7 of the UN Charter dealing with international peace and security.
