CoE Committee of Ministers oversees execution of ECHR judgments concerning Armenia
The Council of Europe’s Committee of Ministers is holding its quarterly meeting to oversee the execution of judgments and decisions from the European Court of Human Rights in Strasbourg from 12 to 14 March.
Cases proposed for detailed examination concern Armenia, Azerbaijan, Bulgaria, Croatia, Cyprus, the Czech Republic, Finland, France, Georgia, Greece, Hungary, Italy, Lithuania, Malta, the Republic of Moldova, Poland, Romania, the Russian Federation, the Slovak Republic, Türkiye and Ukraine.
The Case of Virabyan v. Armenia and the Case of Makuchyan and Minasyan v. Azerbaijan and Hungary are among those examined by the Committee of Ministers, the CoE told Panorama.am. The first case concerns the torture of an opposition activist in police custody in April 2004.
The Case of Makuchyan and Minasyan v. Azerbaijan relates to the 2004 axe murder of Armenian Lieutenant Gurgen Margaryan by Azerbaijani military officer Ramil Safarov. According to the judgement, there has been no justification for the Azerbaijani authorities’ failure to enforce Safarov's punishment and to in effect grant him impunity for a serious hate crime.
Decisions taken by the Committee of Ministers during this week’s meeting will be published on the Council of Europe website on Friday 15 March.
